The theoretical maximum capacity of realms =/= the number of concurrent players before queues. Queues start at anywhere from 4,000-5,000 concurrent users right now. If anyone cared to sit through an Incendius or Whitemane queue on two different accounts, they could scan both factions and come up with an accurate number.
