These lag issues appear to be exclusive to the Live version of World of Warcraft and do not occur in the PTR version of World of Warcraft, likely making this a Live servers bug rather than a bug in the game itself.
For instance, on PTR, there’s no abnormal amounts of lag on actions like looting and summoning mounts (such as the Chauffeur mount usable at level 1), and Hunter pets and the horse for the quest “Sacrifices” do not constantly stop moving.
