Because Forms:Druids::Totems:Shaman
They are both the defining mechanic of the class (despite totems having been neutered – at the time they started doing individual racial artwork for totems, we still had plenty of buff totems defining the spec).
Also, the ability is called Ghost WOLF - with raptors added as a fun easter egg for the cataclysm retake echo isles troll event.
Whereas, druid forms are GUARDIAN, FERAL, BALANCE — thus not requiring being an actual bear, cat, laserchicken.
I will keep saying it. They did and gave them to everyone as NF soulshape. Typical blizz response to shaman request: no shaman can’t have or remove from shaman but hey everyone else can have.

Raptor with dining set toy. All you need.
I feel thematically the ghost wolf is the probably the best spirit animal to represent movement and like moving quicker.
Look up wolves daily travel behaviors or patterns, its unreal.
I wouldn’t want to crossover into Druid territory and start taking their forms.
because we dont get anything cool like other classes. we get the hand me downs of other classes. Much like ghostwolf and shapeshift. its just worse in every way and that tracks with the rest of shaman toolkit. its our class fantasy

Racial Totems are nice but are in dire need or a HD retexture revamp, I think out of all the core races, only Draenei have received a update.
They are definitely showing their age up against the Allied Races Totems.
For Glyphs for Spirit Wolf, I’m all for more “Racial themed” versions, a little love and customisation options definitely will go a long way in my books.
