Getting a Pause after windows login

Hey guys I have done everything that I can possibly do and am going a bit crazy trying to figure this out so I come to you and wonder if any of you can help me out or have the same issue.

Problem: Shortly after booting pc and signing into my computer I will load blizzard and click the cog wheel and click sign in without logging in upon doing this I notice my mouse becomes goku for a moment and temporarily pauses in one place as the system soft locks a bit and that mouse cursor instant transmissions to another spot on my desktop. If It doesn’t do it with the Bnet client, it will do it with curse. I have tried disabling hardware acceleration as well nothing changes.

Heres what I have tried:

replaced GPU, CPU, both NVME ssd’s changed the form factor in which the SSD connects to my motherboard meaning from NVMe to sata port. Changed memory (bought new) and even changed my case. I have changed my PSU as well but same issue occurred and went back to old PSU. I have freshly installed windows and ran windows update and nothing seems to be working I am completely out of options and ideas, I even made a local account and the same issue came up vs my MS account that I use to sign in with. I do have X.M.P. enabled on my bios I have tried turning it off and had no change, I made sure everything was correct.

Current Hardware:
Cpu: 8400
Gpu: Evga 1660TI
PSU: evga 850w G2 supernova
MB: gigabyte aorus Pro wifi z390
ram: 16GB Corsair Vengeance LPX @2.4 XMP enabled.
Cooler: Noctua NHd15

Past hardware:
9900k,8700/8700k Cpus
ssd: nvme 970pro/evo 1tb, 960 evo 512
Motherboards; wayyyyyy to many too list.
Gpus tried: 2080 TI ftw3, 2070 evga xc, 1080ti ftw3, 1070 ftw2

I have done everything I possibly can.
Sorry for the long post but I am losing my mind over here, before each driver from Nvidia I tried this on or with I did run DDU in safe mode with net disabled and installed a fresh driver and rebooted again before turning on the net, also windows does not have permission to install drivers for my hardware.

P.S. I even bought a new router.

p.p.s. After it does it once then it is fine. I don’t notice it doing it again, I have a video of this in action but I am unable to post links.

Is it only the Blizzard app and Curse that cause the issue? For Curse\Twitch app we’d recommend making sure the overlay is disabled. For the Blizzard app, let’s make sure that Streaming is disabled in the settings. Let’s also scroll to the bottom of the General settings and uncheck the Browser Hardware Acceleration setting.

If there’s still issues I’d like to look into disabling Fast Startup. Steps for that can be found here.

As far as I can tell yes, I have disabled overlays and hardware acceleration as well and I always shut off blizzard streaming as I dont have facebook. Fast startup has been disabled same result. Also I.disabled background apps from running too and xbox stuff as well as game bar

Edit, also discord overlays have been disabled.
