because their trying to milk all they can out of the upcoming icc patch they know is gonna be big deal before the uncertain popularity of the launch of cata classic. (yes it is happening, they have stated this before). also suspect they do this to take easy way out of mitigating gold buying instead of you know hireing actual people to ban gold buyers.
