Geforce now Game streaming clarification

None. If you have a gaming PC already, it’s much worse across the board and has latency for the visuals as well as the gameplay. But I guess some people without hardware that can run the game consider it an acceptable tradeoff. Wouldn’t work for me. I’d rather not play a game than use streaming. But hey whatever floats your boat.

Primarily, getting good performance without having a high-performance PC, because someone else’s computer is doing the hard work (Nvidia’s servers, in this case).

Your PC just has to be able to handle a middling video stream and send your input events without too much lag. Your Internet speed and quality are actually more important than your PC’s processing power.

I just checked the US EULA again https://www.blizzard.com/en-us/legal/fba4d00f-c7e4-4883-b8b9-1b4500a402ea/blizzard-end-user-license-agreement and it says here:

The Platform 1.B.VI. FOR INDIVIDUALS BASED IN THE EUROPEAN ECONOMIC AREA: As an integral part of its End User License Agreement (EULA), Microsoft agrees to allow Consumers to play, solely for their personal use, Eligible Games on a Streaming Service on any device that they own, as defined in and pursuant to the Commitments entered into by Microsoft and made legally binding by the European Commission in its decision under Article 8(2) of Regulation (EC) 139/2004 in case M.10646 – Microsoft/Activision Blizzard. See https://www.xbox.com/en-US/legal/activision-blizzard-cloud-game-streaming-eu.

And

1.C.v Cloud Computing: Subject to 1.B.vi hereof, use the Platform, including a Game, in connection with any unauthorized third-party “cloud computing” services, “cloud gaming” services, or any software or service designed to enable the unauthorized streaming or transmission of Game content from a third-party server to any device. For the avoidance of doubt, this Section 1.C.v does not prohibit the use of any service that has been authorized by Blizzard.

Technically it is authorised now though the wording could expressly add that US Citizens may also do it rather than does not prohibit the use of any service that has been authorized by Blizzard. GForce Now is, all others aren’t.
