So, why we use conquest can’t get same gear as Elite level and even can’t upgrade it to be same now? Unranked Veteran 8/8 gear still at ilvl 463, but Elite Hero 6/6 is ilvl 483. BUT I can’t find any way to upgrade Unranked conquest gear to be Elite level.

you need rating to upgrade it.
I have rating and where to upgrade it? it’s not the upgrade as last ssn anymore.
You should be able to upgrade at the same place. Its a new week, you need to win a game at the current rating to unlock it for the week 
Upgrading changed… 463/489 for 8/8 upgrade, this no longer costs honor it is flightstones and whelp/drake crests, I did not see anything that was tied to rating for upgrading now though. So correct to Op the pve item level does not go past 463.
I think conquest gear with a better pve upgrade track than Veteran has to come from the vault.
System seems a little janky for PvP atm
I don’t know my vault same for upgrading, but maybe it is different for higher rank?
At 2100 I got conquest gloves from weekly vault that are 1/6 Heroic upgrade, which is upgradeable to 483 pve ilvl at 6/6. At 1800 on another character I got 4/8 Champion upgraded loot, which can get to 476 at 8/8.
All the gear is 489 pvp ilvl. this is for PVE only

LOL not that I see myself at 2100 anytime soon but I like to be informed.
I think all gear from the vendor is max 463 pve ilvl. If you get 1400 cr in rated pvp the vault item will be max 476 ilvl. 2100 cr vault item is max 483 ilvl

Thank you for elaborating; these align with my current presumptions. Making a certain iteration of gear only obtainable through a RNG box just doesn’t make sense and feels pretty terrible. What are we back in BFA
They broke the PvP upgrade system. It’s more counterinuitive than it’s ever been all expansion.

Seems like a horrible system. Before we could buy any piece we needed and immediately upgrade with honor (which could be farmed easily) to our highest current rating. Now, we’ll have a mishmash of pieces stuck at different ratings and probably won’t have enough flightstones or crests to do the upgrades anyway because we don’t do enough PvE content to farm them. That was really dumb, Blizz.
