Gear question-- frost dk, is 2 set greater than getting 1 1h cq weapon?

So I got set gloves.

I have enough cq to get either a 1h cq weapon or major cq piece like chest, helm, legs, or shoulder and can convert this to my 2nd set. Piece.

Which is the route that gives me more bang for the buck?

Don’t buy weapons. There is a quest that give free CQ weapons.
