Everyone mentioned how they are collecting blue gear for characters under 70. I decided to go ahead and level an alt in the pre-patch, but the gear that dropped was purple level 70 gear.
Is this right? It doesn’t seem to match what people are saying. Or is it just in the loot table, and you might not get level-appropriate gear?
Edit: it seems my question isn’t clear. I am asking what people know about the blue gear drops. Are they not 100%? Am I experiencing a glitch? That’s what I’m wondering. I know how the gear drops and I know the weekly purple gear drops as well. I’m just mentioning that is the only gear I received on a level 10.
Everyone gets a box weekly with a lvl 70 ilvl 493 gear for your class/spec.
There’s already people running around with ilvl 626 gear so someone is already exploit early exploit often’ing TWW gear in prepatch.
There are also people running aound DF raids with torghast buffs (again) somehow.
The blue recruit gear is dropped straight into your inventory randomly from mini and main boss kills.

I didn’t receive any level appropriate gear from the lich king or from my completed mini bosses.
Is it not 100% drop? There’s no info on the under 70 gear drops.

So the blue drops are rarish. I’d say one-two every hour on average.
The one thing I’ve noticed after 3 alts is that the blue gear doesn’t start dropping till around lvl 20 and seems to ramp up in your 30s - 40s.
As far as lvl appropriate, I got maybe three pieces in my 60s that were useable. All the others were low level and useful only as transmog.

I wonder why the drops are so infrequent when the leveling xp is really nice. Maybe it’s for the transmog grind.

Yeah I think the blue recruit gear is solely for Tmog 
What Mechismo mentioned is what I’ve also experienced. The blue stuff is rare. But while leveling my sub 70 toon has gotten purples.
Seems like the shield and the cape / cloaks are rare than others (I’ve gotten the boots, belts, wrists, weapons, etc several times). But only the shield once and the cape / cloaks have yet to drop despite leveling multiple toons thru this event so far.

The blue Recruit’s gear is quite rare and almost never seems to be level appropriate.
The 493 (Champion track) gear is once a week per character (unless it gets changed to daily).
You might get 480 (Veteran track) warbound items, but they are rare as well.
