I’m sorry, Watercow, while we try to provide clarification about policies and processes as best as we can, dissecting the various aspects of the policy and getting into the minutiae isn’t really something that we can do.
If by selling, you mean a tradable item to others outside a dungeon/raid and splitting the gold, I don’t really see an issue. It would be like selling any other item you find or create, what you do with the gold after that is up to you.
If you mean selling the items that are otherwise bound to the user but tradable to others from that dungeon/raid, that feels like it fits more in line with what this policy is prohibiting. At least that is how I read the following:
