So when we eventually get the VS the Light expansion, can we expect to finally get paladin orcs and the horde to be lead by Garrosh Holyscream?

It should be softened a bit actually.
Something like Garrosh Heavenwhisper or Heaveninsidevoice.
I will be very happy if we never see Garrosh ever again. He and Sylvanus can stay gone. This is just how I personally feel.

It was only a vocal minority that wanted Garrosh gone to begin with.

Honestly, no. Garrosh was a great character. He was totally justified in everything he did. Legally speaking, he was 100% correct. Pandaria was a sham trial, etc.
That said, look at the stories Blizzard is currently writing. Look at their characters. Do you really want Garrosh’s legacy tarnished by having these people write “AU time travelling Garrosh, but like, a Paladin and race traitor, too!”
The premise is bad, and these are some of the most loathsome writers in existence. It was much better for Garrosh to go out as he did, unrepentant and permanently dead so that he’s far beyond the reach of Blizzard’s writers.
