Since now almost all quests are shared between warband members, it’s no surprise that the system thinks that I already completed Master Relic Hunter quest to obtain Harrison Jones, even on newly created characters.
However, after I created a new level 10 character and did the Draenor intro quest to build the Garrison, I found out that Harrison Jones is not there. And there is no way for me to obtain him anymore since the game already flagged me as quest completed.
Have you tried just doing the daily quests again? The relic hunter quests are daily quests which means you can do them whether you have Harrison or not, so you should be able to complete the 6 quests on the new alt. You have to track the quests yourself now with the new way the achievements are warbound and show completionalready. Hopefully, you should get Harrison once you complete the 6th quest. Good luck, from someone who agrees it is not a garrison without Harrison…
When you try to track it, it will tell you “This achievement has already been completed”. I am pretty sure it’s bugged, but I will do them again for the next few days and report the outcome.
If you do attempt the Harrison quests again on a new character, make sure that you keep a list outside of the game of which ones you have done (or just keep the books that drop with each questline) because it seems that tracking repeated achievements on new characters is no longer possible. That’s going to really suck for me because most of my gameplay is just repeating things I’ve already done all over again on new alts.
Today is the 6th day, and just as I suspected, finishing up all 6 Harrison’s daily didn’t grant me the follower because the system thinks I already have him on this new alt but I don’t…
Is this something new that I am not aware of? Before the warband merge, all you need to do is to finish up the achievement which consists of 6 daily quests.
It doesn’t even make any sense. Harrison has nothing to do with the shipyard. I think they forgot to account for new garrisons when they made that achievement warband wide. If he does require the shipyard now, it’s as part of a weird set of flags to get the system to recognize that you should have him. It would make a lot more sense if he would just turn up in your garrison when you got it to level 3 with a quest to accept him as a follower.
To be clear, this is both an issue with level 10-20s AND high-level toons. I have 2 80s without Harrison Jones despite having a fully built out garrison.
