Garrison level 3 plans

I’m leveling a new character and I thought I would upgrade my garrison to level 3 mostly to have a level 3 inn where my npcs can sit back and relax properly. But the level 3 plans aren’t showing up anywhere. I’ve got the achievements needed to unlock them, but still no level 3 plans. If it matters, I unlocked the achievements on different characters, but the tooltip says it’s account wide (I don’t think it really is).

Is it possible that Blizz removed them from the game?
Or maybe we need a level 3 garrison for them to appear?
Do I need to work on getting these achievements on that character?

I believe that you are still able to purchase the level 3 plan from the vendor after you have upgraded your garrison to level 2. I have several alts that I leveled who has garrison level 3 without having to do their own achievement. I would double check the vendor.

If it’s a boosted character, many Garrison related quests do not appear until yu have unlocked the outpost in Tanaan

I’m sure the plans are not sold at my garrison, nor in Stormshield.

It’s not a boosted character either.
I’m starting to think that Blizz removed them.

Now that I think about it, the garrison level 3 isn’t really a plan you have to buy. Once you have level 2 garrison, you should be able to upgrade it if the character is level 100 and have the resources and the gold required for level 3.

It’s for the inn plot. I’m looking for the level 3 plans for the special buildings. I believe we can buy the plans with a level 2 garrison, unless I’m mistaking and we need a level 3 garrison. Also I have the achievements to unlock them on other characters.

You need a level 3 Garrison first to build any level 3 structures. I never checked to see if the level 3 plans showed when I still only had a level 2 Garrison.

I had a level 3 inn at one point on my main and I just unlocked a Garrison on my horde alt toon yesterday. I’ll try and upgrade to level 2 and check if the plans show at the vendor.

One quest, take flight to Ashran, talk to the goblin.
With a level 2, the vender will offer the quest, you might need to quest for the outpost to get level 2 that would be the quest make 2.
The tool tips will tell you what you need to do.

I don’t have any level 2 garrisons to test the vendor with, but since you can’t build a level 3 building until the garrison is level 3, it wouldn’t surprise me if the plans were hidden in a level 2 garrison. (So people don’t spend gold on something that can’t use yet.)

I set up some new garrisons pretty recently, and all the level 3 plans were available in a level 3 garrison.

Edit: It also wouldn’t surpise me if at some point you could buy the level 3 plans (but not use them) with a level 2 garrison and that it got changed as some point. They made some changes to the vendor plans when Legion came out. During WoD, plans sold back for the same price you purchaced them for. In Legion, they were changed to sell back for a fraction of the cost, but they added the 2 hour sellback window to them.

Thanks! I was afraid this was the case. Major spending incoming. Maybe we need a level 3 because the buildings take more space. I think we can build level 2 buildings on a level 1 garrison so I was hesitant to spend the 5k.

I’m certain that the building level cannot exceed the garrison level. To get a level 2 building you first need a level 2 garrison, etc… Although getting a level 2 garrison is fairly easy.

Level 3 garrisons take time to acquire the 2k garrison resources.

I upgraded my Frostwall garrison to level 2 and only saw level 2 plans, which I was expecting. I’m 99% certain that when I upgrade the garrison i will be able to purchase the level 3 plans.

EDIT: I confirmed it. Got some Huge Ogre Cache from the AH and upgraded to a level 3 garrison. The Level 3 building plans are now visible.
