Where or who do I get garrison campaign quest Primal Fury from? I checked the NPC (Thisalee Crow) who is suppose to give me this quest and nothing. So figured someone is my garrison must give it out but again nothing.

The real truth about WoW is that every zone, and sometimes even individual locations within a zone, is, in fact, an alternate universe, and each NPC within said location is, in fact, an alternate version of that NPC. Not all of them have the same problems they want you to deal with, and sometimes they even have memories of things that you in fact did not do.
With this in mind, which NPC would you collect from all the various multiverses? Thisalee Crow is a pretty good choice, but I don’t know. I think an army of Hobart Grapplehammers would be pretty solid. They could make me inventions to kidnap others from the multiverse. Or blow them up. Honestly it could go either way.

She was meaning that Thisalee can be in multiple locations and wished to make sure that you were checking the correct spot.

She isn’t on a mission/adventure (whatever its called in WoD) that removes them from the garrison, I think.

And that was where I got the map showing me where to find Thisaless in Gorgrond. She was there, a window would open when I clicked on her but she wouldn’t give me the starting quest.
ETA: I went back and checked and she is standing to the side of the road/trail with three other NPCs at Gorgork’s Fall. Written on the window/page that pops up is, ‘What do you make of the… thing. It’s enormous.’
ETAM: Just got it.
The starting quest is actually given out in the garrison by Bodrick Grey and it called ‘Garrison Campaign: Awakening’
I wish I could have done this questline untime-gated so I could have followed the story. I understand why they time-gated it while the expansion was live but now it doesn’t really matter.
ETAEM: Well, that was a let down, the most exciting part was getting the achievement
