Garrison Blueprint Problem: Trading post, Level 2. Help!

So I want to finish up my laughing skull rep with the WOD buff this week.
So my table says I need the plans for Level 2 Trading Post.
Ok, I buy for 1000g. When I attempt to use the Blueprints, I get an error saying I already know those plans. But my table says I need to learn those plans.
I hope I’m missing something and this is not a bug.
Please help, TW is only a week long.

I figured this out by googling known Garrison bugs that exist today in 2022.
