Now that you can go to a garrison at level 10 and start leveling through draenor, the garrison blueprint level restrictions are way to high, or being able to make a level 3 garrison as well, even building the level 1 pet menegerie requires level 40, you will outlevel the zone before you can enjoy the perks. These should be changed to level 15 20 then 25. Not 30 -35 - 40 .
