Is there a game out there that focuses on socialized design and not just leveling and gaining phat loot?
What I mean is something with some down time between pulls. Maybe just to apply short lasting buffs with long cast times or something?
Tired of all this gogogo gameplay.

Honestly, i don’t know because social aspects for the most part has been pretty optional in a lot of mmo’s and even games. Which has been a response of what players want, even back in the good ole days of 2004, which WoW’s the answer to solo playing an MMO at the time where Everquest requires you to group up in order to level.
Basically, any MMO or any other genre that was built with roleplayers in mind, like those with built-in RP content & mechanics. You are more likely to find players just chilling and enjoying that stuff.
Final Fantasy 14. Although get ready to warp back to the 1970s going through their account management and payment system lol. But overall it is very social. The housing system is very very nice too since you are looking for more social aspect.
While there might be such games, the overall problem are the communities and less the mechanics.
In theory you could play WOW social and casually as well, but it is hard to find like minded players in the community for it.
I personally never played it, but there is a game called Palia, it´s supposed to be a cozy community sim, where you build a home and a farm, collect fruits and ore, build rep with NPC´s and so on. It´s free to play I think, so maybe worth checking out.
It´s not a raid game at all, so maybe it´s too cozy for you.
