Game has screen freezes/seizure for 1-5 seconds at a time

Using windows 10, RTX 2070 and a Ryzen 5 2600X, no overclocking.

Happens especially often during mythic runs. First the screen will freeze, then violently move around a few inches in any direction multiple times (I tried this on windowed mode, and the entire game window would be shifted over slightly to a side after an episode)

Episodes are either short - where the screen will freeze for a half second, spasm around 2-3 times in rapid succession, and then the game will continue. Longer episodes have a full freeze for about 3-5 seconds, and then the game will continue - although it seems like it had to re-render everything as some terrain details pop into being a few beats after the game has stopped freezing.

I thought it was my CPU overheating, but checking on it, it’s been a consistent 70-75 degrees (which while high, is still within limits)
I’ve tried the game with resolution set to very low, and graphics options turned to 7, then 1 and still have the glitch happen.

It’s making the game really difficult especially at higher end mythics where I can’t afford to have my character stand still for 5 seconds while the game goes through it’s seizure. Not noticing this at all in the open world, only in my dungeon runs.

The rerendering thing sounds like the issue I have. Keys are unplayable, but thankfully it doesn’t happen much during the raid.

I’ve tried rolling back to older NVidia driver versions, even reinstalling Windows. No dice. GPU temperatures are around 68 degrees Celsius when this happens, which is well within normal range.

I even ran Uningine Heaven for an hour, no stability issues were found. It seems like it’s only this game.
