This just happened to me today.
Just got to Galakras on H difficulty, couldn’t even use a single one of the 7 cannons to shoot him down to start the fight. All cannons had their aiming target stuck on the floor, impossible to move them upwards off of the floor to hit Galakras. I tried relogging, exiting game and reentering, exiting and reentering each one of the cannons and no luck. Had to hearth out and abandon completion 
This issue is still happening. It was fine on Heroic last week.
I was able to clear out this issue by using the yellow up and down keys down on the action bar to move the canon, rather than just pointing with the mouse.
I ran this this week and had the same problem, as well as weeks before. This time I paid attention to what I was doing when the reticle moved, and it’s simply use your left mouse button to move the camera.
Kinda a headache, but not impossible. Sometimes I can use my mousewheel or something to get it where it “should” be. A fix would be much appreciated still.
