• (2) Set Bonus: Thunder Blast has a 35% chance to call down 5 Ionizing Strikes on affected targets. Each strike deals Nature damage.
• (4) Set Bonus: Ionizing Strikes deal 50% more damage and have a 20% chance to grant a charge of Thunder Blast.

The damage value of Ionizing Strikes triggered by the 2-set is too low. Its damage contribution to 5 targets is only 0.5%, which is unreasonable as part of a set bonus.

Since Ionizing Strikes has no other sources, the 4-set bonus provides no benefit if the 2-set bonus doesn’t trigger. If Ionizing Strikes is only there to trigger the 4-set bonus, the design is worthless.

I have two suggestions:

1. Change Ionizing Strikes to trigger Lightning Strikes, deepening the synergy between the set bonus and Hero Talents.
2. Allow the 2-set bonus to be triggered not only by Thunder Blast but also by Thunder Clap, or significantly increase the trigger chance, such as a guaranteed Ionizing Strikes trigger.

• (2) Set Bonus: Execute damage increased by 20% and Executes from Sudden Death have a 10% chance per stack of Overwhelmed on the target to trigger a Slayer’s Strike.
• (4) Set Bonus: Overpower damage increased by 20% and Overpower has a 2% chance per stack of Overwhelmed on the target to trigger Reap the Storm at 100% effectiveness.

The Fury Warrior 4-set bonus effect, where Raging Blow can trigger Reap the Storm, doesn’t seem to be inherited by the four Raging Blow procs from Whirlwind cleave. This results in too low a trigger chance for Raging Blow.

The Fury Warrior’s primary source of Reap the Storm is Bloodthirst, which conflicts with the 4-set bonus. This leads to a conflict between the Slayer 4-set bonus and the talent itself, significantly reducing the set’s effectiveness.

I have two suggestions:

1. Change the 4-set bonus to apply to Bloodthirst.
2. Bring back the Annihilator talent from 10.0
