it is not a threat to meta in arena i guess or any threat with current spec design and balance.
it was a question more designed for BFA fury mains who are starting to use this meme build in some pvp content.

You can stack a bunch of modifiers and kill low armor targets with warbringer, yeah, it’s funny.

Best bet imo is fishing for a Sudden Death proc, using modifiers (reck, conq banner, etc) then charging onto somebody while talented into Warbringer (honor talent) and smacking them with the SD proc.
The spec isn’t great, but it is the end of the season and maybe people are messing around.
yes it hit for about 14k, assuming you play fury and you can see how that might be kinda broke with rampage
