Fury Rotation Priority when not enraged?

Hello, I’ve decided to roll a warrior for this expac mostly just because i enjoy the class fantasy of Fury warrior but a have a question about the Priority of the rotation between CB and Rampage. I’ve been using Wowhead’s class guides for a point a reference in what I’ve been reading but i had a question about the priority between these two abilities for the section quoted Below:

“A Note on Reckless Abandon
Reckless Abandon has undergone significant changes, now triggering every time Rampage is cast rather than only during Recklessness. As a tradeoff however, the buff has stacks, allowing only two casts of either Bloodbath or Crushing Blow after each Rampage. In practice, this results in a very smooth rotation, as those abilities seamlessly override their non-empowered versions, but it can change the priority slightly.
A build using Wrath and Fury, should prioritize Crushing Blow ahead of Rampage in order to ensure both stacks of the buff are consumed, even if doing so requires over capping rage and delaying Rampage”

From what i take away from this while enraged, CB should take Prio over Rampage to consume the stacks of CB generated by Reckless Abandon if i have Wrath and Fury talented (which i do).

However, my question is this:
I find my self frequently in the position where CB refreshes it self Several times and i can sometimes cast this ability 4 -6 times In a row. Should i continually cast CB when i get these extra procs until CB is on cool down, or just cast two CB, and then a rampage, before doing more CB’s? I feel like i should be weaving in a Rampage to ensure Enrage stays up for the max amount of time possible and also uncap my rage, but is the continued spam of CB in the case of Enrage being dropped still CB > Rampage?

You need to weave in rampage to modify raging blow into crushing blow. So two crushing into a rampage. Or I guess another raging if you don’t have rampage rage.

Wait what my head is exploding, can you elaborate that again in simple terms…I started playing warrior for the first time since legion and trying to figure out the procs with fury rampage and raging blow

Not Enraged prio: Crushing Blow > Rampage > Execute > Raging Blow > Bloodthirst.

Rampage only grants you two charges of crushing blow. The rest are regular old raging blow, which lose priority against rampage since they aren’t under the 50% damage amp.

Expend all charges of cb/rb possible while enraged w/o overcapping on the stacking rampage DMG buff (5 stacks).

This was my misunderstanding, I was under the impression rampage was adding stacks to RB, and conflating RB & CB not realizing they are different based on the rampage stacks. This make sense now Thanks!

Essentially, reckless abandon causes rampage to proc a 2 stack buff that turns raging blow into crushing blow and bloodthirst into bloodbath. Crushing blow and bloodbath deal 50% more damage than their counterparts, but other than that are fundamentally the same (bloodbath has a 1.5s lower cd than bloodthirst). So after every rampage, you want to use both of those charges on crushing blow. Then stacks are gone, so it reverts back to raging blow and is no longer priority over rampage or execute.
