so you get stuck

Had the same problem, but after that I 1) went to go complete another ‘explorer league challenge’, then 2) went to go fish normally elsewhere in the delve, and then came back to the hyper-compressed ocean - and it worked again
Having the same issue here. @Blizzard fix it!!!
if you have the hyper compressed ocean toy, you can summon it nearby the one spawned for the quest, and then, while standing closer to the quest ocean-ball, use your version to initiate fishing and your line will enter the quest one, allowing you to complete the quest without an issue.
getting the hyper compressed ocean is quite time consuming, however.
