Frosted Scale Drape that drops from the world boss is the same appearance as the Evoker tier backpiece, but is not giving credit towards the normal VOTI set on evoker.
There are a lot of items that have the identical appearance but don’t give credit toward the corresponding set. Half of the blue rarity crafted sets, the “world drop” set whose items are identical to the gray items. It’s quite annoying to have to collect an appearance twice just to have it complete the set.

I agree! I made a post earlier in the expansion about the profession crafted sets. It seems unintended when half of them count and half don’t. I hadn’t noticed the grey drops not counting, thanks for pointing that one out.
