Are you supposed to use these as an Arcane mage?

In theory you can but under very niche circumstances

Frostbolt: mostly useless, maybe for pvp
Fire Blast: Tiny dps gain to weave it in while moving so that you can still do something
Ice Nova: It’s crowd control, man. You use it when there’s something you need to keep from moving. IE: the spiders in the last phase of the Queen Ansurek fight.
Frostbolt - can be cast in PVP if you get kicked on Arcane school and that happens quite frequently there. Its PVP modifier buff also makes it hit decently hard there.
Fire Blast - can be a small dps gain to use over 0 charged Arcane Barrage if you need to move and don’t have Shimmer / Ice Floes charges. It can also be used to quickly tag mobs without spending accumulated Arcane Charges in open world if you want to keep charges for spamming 4 charged Arcane Blasts.
Ice Nova - Sunfury can use it to more reliably land Glorious Incandescence Meteorites (Arcane Barrage into Ice Nova would hold enemies in place right when Meteorites fall). Spellslinger does not need it that much, but still can use as additional AoE damage or AoE root ability for example to prevent enemies from reaching you or to keep them within Arcane Orb travel path etc.
