Depending on the player, Frost Fever and Auto Attacks are only making up about 12-20% of frosts damage and a lot of times they only beat out damage coming from talents.
Frost Strike is going to be low in Breath builds so you have to take that into consideration. Taking damage out of auto attacks and frost fever and putting that damage back into actives wont boost up actives that much. If you reduced their contribution by say 2% each, thats 4% that would be spread out in Obliterate, Breath, Howling Blast, Remorseless Winter and Frost Strike. Thats less than a 1% increase. Its not like you are going to see Obliterate damage go up significantly, or any other ability for that matter.

Too much content drought, not enough interest in the tid bits we got (like mage tower)
