You have to sim yourself using Raidbots…everyone has different results…what is good for me might not be good for you…
Also looking at your armory, i’m completely lost about your talent choices…I don’t understand why you chose those talents…why are you not using lonely winter?..and why are you using frozen touch with what looks like to be the orb build?..what build are you using?

To keep it very simple:
Don’t use glacial spike builds for PvP. Prioritize haste and versatility.
In general, the best frost build for PvE is the no ice lance glacial spike build (despite blizzard obviously wishing otherwise).
Talent choices for this are bone chilling/[pick your favorite but shimmer is best for utility]/incanter’s flow/[ebonbolt or frozen touch]/[does not matter, grab your fave]/splitting ice/glacial spike.
Stat spread is minimal versatility, good spread of the other 3 stats with mastery being especially useful. Exact numbers are gear and especially corruption dependent. Use raidbots.
Rotation is more or less (pre-fight) summon water elemental->shield->buffs->frozen orb->frostbolt until 5 icicles->ebonbolt if you have 5 icicles and lack a brain freeze proc, otherwise frost bolt until you get that proc->glacial spike and IMMEDIATELY cast the instant-cast flurry, repeat as needed.
Don’t use ice lance unless you’re moving OR you have a fingers of frost proc up with cleave available. Shield when moving or, if you can afford to sacrifice dps, whenever you feel you want or need the hp buffer. Obviously, pay attention to mechanics.
Theoretically it’s best to use a brain freeze proc if you have less than 2 icicles, without saving it for glacial spike; it’s also theoretically best to play around incanter’s flow to glacial spike at 5 stacks, and to never stop casting (because blink/shimmer is off the gcd.) Personally, I don’t do either, because I like to have high haste, I like to get into a rhythm, and I prefer to focus on avoiding damage instead of perfect cast uptime, but if you can handle this stuff, more power to you.
