Blizzard’s art team must hate ice and snow. Its probably a southern California thing because there is a definite lack of mage cloth that is tailored specifically to just the frost aesthetic.
There are a ton of fire and arcane themed pieces out there but next to nothing for frost. And even those pieces with some frost theming have flames built into them.
Come on Blizzard, give this proud frost mage a bone here wont ya?
Glacial robe set, frost crown, frost legendary while riding the polar bear mount and the toy that snows on you is pretty epic. Try it out!

I’ve run across both fire and ice but can’t remember any arcane.

I hear ya. There’s a robe I really like from Icecrown, but for the most part there isn’t a lot with blues or whites. 
Basically anything that is arcane purple, of which there is more than you could ever use…

New SL Mage Tower tmog for mages looks more Arcane themed then any Frost or Fire.
Frostfire set from the original Naxxramas is about as icy looking as you can get. It is quite a nice frost set. Unfortunately for most players is it beyond their reach as it disappeared from the game at the end of TBC and only via the BMAH can it still be obtained.
Yep. About the only Frost only set out there.
There are some bits of frosty cloth out there but it also has fire elements too.
