Read a lot of guides which advised frost mages to talent into splitting ice for explosive weeks so that ice lances can cleave off of the explosives. Is it absolutely necessary? And is there a dps loss because of the lack of comet storm?

Get your melee or hunter to do it. It’s about the only thing they have to do in M+, so why make it the job of ranged?
Big DPS loss. No reason to spec into SI just for explosive unless no one else in your group can handle it, if you have any melee or any competent tank/healer they can easily take care of it. I’ve personally just ignored them unless there is too many up at once for our melee to take care of or if they’re out in range
Yeah i ran a couple dungeons with splitting ice. Rotation just feels off without comet storm so went back to it!

I always found it best during explosive week to run two melee dps in the group . Preferably a DH and a rogue
Splitting ice id recommend on kings rest since your pet freeze and other freezes barely work in that dungeon . Buts it’s just to fun when your blood DK brings all the adds together and u use comet storm and just before it lands use your pet freeze. And watch the critical strokes fly!
I actually tend to have better dps overall with splitting ice unless I’m in a low key. If mobs are dying quickly, comet storm does better for me. Otherwise, I’m doing pretty well with splitting ice for higher keys.
CmStm is better for larger packs regardless of how fast they die - just make sure to shatter it with pet nova.
SI can be good for small pulls though - as said above - for things like KR
