Hi,
If you had to pick one 2hand build frost legendary to play with for all PVE content (raids, mythic+, torghast) what you you pick considering feel and general ranking in each content? The front runners are Koltiras favour (which is available for casual LFRers this week), biting cold, and rage of the frozen champion.
I’ve loved unholy playing with frenzied monstrosity but just want to dabble in 2h frost a bit before new content comes out. Cheers.
I haven’t tested out RotFC, however in hindsight I wonder if this is what I should have picked. I have Koltiras Favor and it’s strong for ST but doesn’t add a lot for M+ and pack fights for me. I wish I had the option to test out the others before crafting. I would be realistic with what content you think you are going to do. I raid a lot and I’m trying to push 10 keys but have a hard time finding a group because I don’t have strong AoE being a Kyrian 2H Oblit with Koltiras Favor.
That’s good feedback on Koltiras AOE capability. What about biting cold ?
Biting Cold, RotFC and Koltiras are all solid frost legendaries. If I had to pick one, I’d stick with Koltiras as rune refunds are a huge part of my gameplay on this character especially with Death’s Due, Pillar, GSRW. If I had to pick a second one, Biting Cold will be my next pick.
If I value RP and consistent Rime procs, I would choose RotFC. It’s a pretty solid legendary despite it being increasing your damage in a non-explicit way.

Oh, I almost forgot about that this is a 2H post. I would still keep Koltira’s Fervor depending on the situation? I don’t do Frost 2H as Night Fae.
RotFC is very enticing with Avalanche. Koltira is still has my vote if my gameplay is around saving up runes.
If you’re talking just one legendary for all content: Biting cold. It’s the strongest in any AOE content or encounter, and most of what you just mentioned is AOE. Even if, hypothetically, you were to switch to a breath build, biting cold would still be amazing.
If you’re after the most well rounded legendary for 2H, that’d be biting cold. But I’d still chase more than one, and change set ups according to encounters.

Is Biting Cold at all decent for single target (PVE only)? Since 2h Frost seems so reliant on burst, I am trying to balance my build around a legendary or build that smooths out the damage if that makes sense. I’m not a min max player so relatively minor differences don’t matter much to me. I was trying to build around remorseless winter with the legendary, conduit, and talent since it’s up more often.
No. Even with Everfrost + Gathering Storm, Koltira’s (from Sludgefist LFR/N/H/M) is vastly stronger in ST.

Biting cold isn’t ideal for ST, that’s koltira’s. If its all you have though its better than nothing. But koltira’s doesn’t provide much value at all for AoE. Everfrost is still the best conduit though, so all you’d need to swap out in your case would be the legendary depending on encounter 
I value Koltira’s all around simply because how valuable a rune is thanks to PoF and GS.
If only RP was valued a bit more, I’d be more inclined to use RotFC.
I do and would absolutely stand by Koltira’s. The refunds can turn you from 4% str to 8% in an instant.
