“Reduces the duration of Hypothermia by 10 seconds.” Hypothermia of course being Mage’s version of forbearance, though it applies exclusively to either Ice Block or Ice Cold, depending which talent they are running.

This is a general mage talent. Fire and Arcane have access to this talent. For what reason? Frost Mage is the only spec which can have multiple charges of Ice Block or reset its cooldown. Can this be replaced by something actually usable on those two specs?

I’m pretty sure the “base cooldown of 4 minutes” stipulation in that talent is to specifically exclude ice block, because if it wasn’t there to do that then it does nothing because no frost spells have cooldowns that long except ice block.

As Carstine said. Both spells have a base duration of 4 minutes, meaning they aren’t affected by that hero talent.
