That’s a good question and I am not sure. Probably a cost/benefit thing where it’s not worth it for them to spend the money prosecuting it compared to the harm it causes. Also if you don’t play 3’s it doesn’t really matter.

It depends what country they’re running the ad from, lots don’t even recognize IP or copyright law as a thing, for example (ie, Poland, Czech Republic). Also, I don’t think Google really cares about TOS, and this isnt against any criminal laws.
Also, if you looks closely, they’re all advertised as self-play, which I don’t think is against any TOS as long as you aren’t advertising carries in game (blizzard can’t stop good players playing with bad players, or control who you paypal money to). I’m guessing the pilot/account sharing discussions happen after the fact if it turns out carrying them is impossible

Absolutely not…my account speaks for itself. I’ve never even played an arena match this expansion. Limited activity everywhere else. If it were up to me anyone caught using said services would receive a hardware ban.
Because it’s not illegal. Terms of service aren’t some binding contract that a company could legally go after you on. Maybe at best they could seek a civl suit against you or a company, but that doesn’t come with any disciplinary action typically. Potentially a monetary discipline, but still rare.
Also, even for Blizz, it’s hard to track and would be even harder to prove in court, especially these days. Lots of players already play behind VPNs and spoof/hide their mac address. So what does that leave Blizzard with?
At best they could go after them for copyright use, but even that is tough. I just took a quick glance and lots of these companies don’t say World of Warcraft anywhere and only call it WoW or use other acronyms. And like Zerveshot said, probably most of these companies are off shore.
In the end though, it would probably have a negative impact on their bottom line. Ignoring the lawyer fees, do you really want to start banning players that contribute LOTS of money to your game? In the end, they tend to go after the big exploits and big cheats because those impact the larger player base. But someone buying a boost? Pftttttt. The impact is incredibly small. Most of the players who complain about boosting don’t understand how it works and they couldn’t even quantify what the actually impact on their rating is. Meanwhile, they accuse honest players of cheating…

In the service trade chat, spammers literally write the name of the site by boost, Blizzard doesn’t care.
They do, it’s just there’s so many buyers that it instantly funds a new account when that one gets silenced/banned. Kind of an endless cycle of being unavoidably behind.
Most ad’s are generated based on cookies. What’s scarier though is when ad’s pop up from non-pc related activities… like having a RL conversation with a friend and then that topic shows up later in the week.
