Frog’it world quest hasn't shown up for over a month

I can’t finish the Zereth Mortis achievements because this quest hasn’t spawned. What’s going on?

The spawn rate of that WQ has to be bugged. Twice a day there is a chance for ZM WQ to roll this one but it hasn’t for over 60 times.
