Exactly why fresh was a great new start. One server. Everyone had to play on one.

People aren’t going to force themselves to do things they don’t enjoy if they don’t have to.
Most people are pve carebares anyway, look at the mega servers. Besides Ally has best Pvp Racials

Not sure what exactly you are trying to say with this. They had a chance at “balanced” PvP and they avoided Grob or creating another server like it. And what does balance at all really affect on a PvE server? If it was going to end up like another Grob they’d just abandon it to go back to Faerlina or Benediction anyway the moment they noticed they weren’t dominating the other faction.
