With the hardcore servers coming, hopefully a full fresh launch is as well. They need to market it up. I just would request the phases change slightly.
1: go slower for classic. 3 years, not 2.
2: Give a 1 month, or even 2 month window before MC/Ony opens
3: Battlegrounds earlier.

And why not just play Classic Era or is this different from what you are asking for?
OP is asking for slower progression and an extended time before raids are unlocked. How would era satisfy that in any way?

I mean, we have last phase servers that are indefinitely up atm. Is there anything preventing people from progressing at their own pace?
Saying that the five tiers of unlocked raids above the baseline doesn’t affect battleground gameplay or pve progression is just ridiculous
I would be a big fan of this. As I’m personally late to the party but have been thoroughly enjoying my time with Classic, I would like some reset servers that start fresh, but still continue through BC and Wrath as we are doing now. Just simply a new start for new players. If I jump in now (which I’m doing anyways), I’m missing out on the Classic Endgame and the BC Endgame, whereas with a new server or restart on a new server, I would be able to go through everything like those that joined early on.

“Fresh” Non-Seasonal, no.
VASTLY different than era. I could list so many reasons why that’s a flawed argument. This is coming from someone who ranked roughly a month ago and raided.
1 - people already burned out by AQ40. Why extend that? 1.5 years. Relaunch fresh forever
2 - no.
3 - battlegrounds later. Promote world pvp and not instanced garbage BGs like WSG and AV. AB is the only good BG lets be real.

I highly doubt the Last Phase operates the same way Phase 2 did, for those on PvP Servers. With BGS locked for EVERYONE, in Phase 2, GL being on a PvP Server.
I can understand the “fresh” seasonal argument. I CAN’T (however) understand the “fresh” non-seasonal. It’s why I’m always SPECIFYING the TYPE of “fresh” I support.

Like, they want others to be doing the content that they want to do at the same time as them, but they don’t want to do the content that others are doing now.
I suppose it makes sense from the perspective that they don’t want to play other version of WoW, they just want to play Vanilla content, and they want to experience the content in a phase-by-phase manner, so that there are (hopefully) a lot of other people playing with them.
Yeah, I guess so. I’m not sure I understand what the difference is really, and I personally have no desire to play through Classic Era content again right now, so maybe my opinion doesn’t really matter! 
Holding pvp capture points strategically is the worst? Compared to AV pve rush and WSG garbage exploitable spots and graveyard camping and just generally unfun gameplay. AB is straight pvp, not some people dragging games out and other dumb mechanics being utilized.

If you were to play on a PvP Server, right now, on a Last Phase Perma Server, you would NOT get the same experience as it was in Phase 2. World PvP was BRUTAL. As the ONLY outlet for Honor Points.
Because Last Phase Perma Servers are NOT going through Phase Cycles.
Yeah, when SoM was out, it was pretty popular.
IK I keep using Phase 2 because you LITERALLY cannot have THIS version of the Phase, in Last Phase Perma. It’s NOT possible. And, I don’t even play on PvP Servers, but I did read the horror stories of it. I can’t imagine being in a constant PvP battle, when you’re trying to quest or run a raid.
I’m fine with other people’s opinions, even if they’re not playing any form of Classic. I think it’s important to find people you like to play with and in turn, you might just hang out with each other 
P2 of WoW Classic at the time was my absolute time, though some people really hated it. I actually decided to level my Alliance Pally on a Horde dominant server (around 70:30), and the danger of the outside world really made grouping and sometimes just dungeon spamming the best ways of leveling.
At max-level, it was pretty crazy but there was a massive and sudden change the moment BGs came out.

Trying to recreate a Phase 2 environment on a Last Phase Perma server is impossible. It cannot be recreated. Not without the Phase Cycles. Which can only happen, on a “fresh” Seasonal server.
“Fresh” non-seasonal will NOT provide this. The only thing “fresh” about it is it’s a “new” server, but it’s on the Last Phase. Not to mention, in due time, either other 60s can transfer there or it’ll be abandoned and add onto the already existing list of “dead” realms “fresh” enough for those seeking to get away from the following:
