Frenzied Regeneration Fading When Switching Out of Bear Form

I found several threads complaining about how using Frenzied Regeneration takes 3 globals (one for bear, one for frenzied regen, and one to switch back into form). However, the reality is that it takes 4+ globals. Frenzied Regeneration is fading the moment I switch back out of bear form, so I have to sit in bear form for three seconds waiting for it to finish. Is this intentional?

Yes, it’s a bear ability intended for tanking. Druid class dev was phoned in with no revision.

Still, the healing should remain when shifting back from bear form while frenzy is pressed. The issue I think blizzard would face is this. Does the healing from frenzy stay static with the health you had in bear form when back into Moonkin form? Or does the healing switch to the HP you have out of bear form?
IMO, the healing should stay ticking as if you’re in bear form. This may help with survivability, and reduce GCD. Still would cost 3 globals, but would be worth it gaining healing as if in bear form, even if it’s the 20% of bear health in pvp.

Frenzied regen requires the condition of bear form to cast, and remain active. The passive Well-Honed Instincts triggers off hp% threshold and what current max hp is.

I had previously thought that frenzied regen kept healing you even after shifting out of bear. But the wording on Druid of the claws talents makes me think it doesn’t. There is a talent that specifically states that frenzied regen will now persist after leaving bear…

I’ve played Druid forever and I could have sworn it kept healing you after leaving bear but I’m getting old so maybe I’m just crazy.
