I dunno, in the past hasn’t it only ever been from one realm to another specific realm? (keeping PvP > PvP only and PvE > PvE only in mind)
From my understanding (at least from bc) pvp and rppvp could transfer to any server they wanted but pve and rp could only transfer to other pve and rp servers
Will players only be able to transfer to low/med pop realms?
I sure hope so.

Every high pop server during prime time should be able to transfer to the lowest pop server of each type, pvp east, west, pve east, west, rp, rpvp, etc.
I don’t think they’ll add new servers until all the low pop ones hit medium+
Nothing about it is “dangerous”.
The way free server transfers normally work is that Blizzard will list the source realms (the ones that you can transfer off) and each source realm will have its own list of one or more destination realms.
It’s not a matter of just everyone moving wherever they want. It is a very restricted and controlled process. If I had to guess, Faerlina, Herod, and Whitemane will each be given a single lower-population server that they can transfer onto.

Server transfers can’t be too restrictive. For example, a lot of guilds got split between Skeram & Sulfuras which are both PvP East with Q times during prime time. So both servers need to be allowed to transfer to Netherwind for example which is PvP East. Then they can monitor how many people transfer before they opened up a new server.
That’s just one example. Herod, Faerlina, etc. will also be allowed to transfer off, but it has to be all high pop servers during prime time that way friends don’t get left behind.

Wheres the low pop servers during peak? and what about faction balance.
Aside from potentially destroying economies and communities even harder than layering or causing even worse queues on every server once layering is removed then I guess, yeah, nothing at all could go wrong!

This is amazing news. Hoping that only select full pop realms can transfer to low pop. The two new PVP realms that just opened up recently are prime candidates for transfers from realms like herod or feralina. Cheers!
