I have spoken to Emilia Bellocq at least five times now, but I still cannot see/interact with the fragments. Is there a known bug? Google just list results for Archeology bugs. Are the fragments on a timer and I have bad luck so far? Or is there something else I need to do to start this achieve?
According to the WowHead article about the achievement:
You can check the completion status of a hidden quest flag to see if you talked to Emilia and triggered the ability to loot the fragments.

If the flag is set, you should be able to see and loot the items. You may want to look at the WowHead article for tips on how to find them, because they appear to be small and inconspicuous even when enabled.
Thanks, I started with Wowhead when I decided to start the achievement. I also talked with my guild folks before posting here. Seems like the trick was a weekly reset or, at least, that is the only change from when I first tried to find the fragments and a week later when I tried again and could finally see the fragments as I did not talk to Emilia again after that first day. I can see them and interact with them just fine now.
