Hello. I recently came back less than a week ago and I seem to be having a certain stutter when I play. It mainly happens whenever an NPC chat bubble pops or or when an NPC voice starts talking (going from 60 to 30, back to 60 a second later).
Doing world quests where an NPC pops up and yells at you has the same effect, but not 100% of the time, but at least 75% of the time.
In dungeons it happens as well when an NPC pops up to talk the brief stutter kicks in and it’s starting to become bothersome.
I’m running an RTX 2070, i7 9th gen @ 3.6ghz, 16gb of ram, W10.
I’ve tried running DirectX 12 but this seems to randomly give me a 100% frame lock up for about 2 seconds every hour or so of play. The lock ups don’t happen on DX11/Legacy, but the stutter still does.
We should take a look at a DXDiag system report to start things off:

Your system should have zero issues playing wow at high framerates. Let’s see what’s up. First update Windows - you don’t have the October 2018 Redstone 5 update.
Type Update in Windows search box. Select Check for Updates. On the pane that appears it may say “You’re up to date”. Disregard that untruth then click the box below that says Check for updates.
Be warned that should start the update. That will take some time. After it is installed there will likely be further updates. Click the Check for updates box again. Continue until you have no updates.

Run it on desktop. Along the bottom beside Tools button is a dropdown arrow. Click that then select Save Report as .TXT - paste the report on pastebin.
I’m with Tratt with your system should not be experiencing any stuttering, and I do not notice anything out of the norm.
I would assume this may be related to something interacting with the game, most likely external program/driver settings or maybe even an addon profile problem.
I would recommend to default your Nvidia driver settings and see if a full UI reset helps resolve the issue. If you have the Twitch client, you would need to uninstall it before doing the UI reset, as it would not default your in-game settings properly otherwise. Also test if the stuttering exists without your addons installed and on default System game settings.
My resolution is slightly tinier as it had bad overscan and I had to shrink it down slightly to get it to fit inside the TV, but I will try what is mentioned above and get back to you.
Update: I had quite a bit of Windows updates to go thru, including the Windows Feature major update.
I’m not getting the stutters when I walk into a world quest now (and if I do, it’s so tiny it isn’t noticeable unless I’m looking at a FPS tracker, as little as 60 > 57 > 60).
Some audio triggers, such as roleplay is somewhat still doing it, but not as bad. Anywhere from 60 to 55, or once it went from 60 to 43, but back to 60 less than a second later.
Let’s run the games scan and repair tool. *First run the Battle.net Launcher in Administrator mode - close Launcher. Restart computer to stop all Blizzard processes. Right click the desktop icon - select “Run as Administrator” - Then run the Tool.
Tool is found on the Battle.net Launcher. Look for “Options” - directly below the Wow-BfA emblem. The tool is there.
Update: I did the scan and repair tool. I have played WoW about 4 hours today, on DirectX 12 as requested and I haven’t locked up once! I still get a small hiccup when a world quest pops up and yells at me, but its SUPER tiny that it’s not bothersome anymore.
