I get 7-12 FPS on max settings, 40-50 at best at 1 setting. Reinstalled drivers to no avail. I get 55+ fps on retail at max settings.

When you reinstalled driver did you run DDU first to clear out all drivers for the video card?
Yes i did.
Have the same setup, but twice the RAM. I cap my framerate to 141hz using Riva at 1440p max settings for GSync.
May be a dumb question but did you check the advanced settings to see if you had accidentally clicked your max in-game framerate down? There’s a slider on another tab to limit the framerate. Also a drop-down to select the video card. Be sure it’s all setup proper.
I have the same rig but CPU is OC to 5ghz and I’m running a 1440p Gsync monitor. On BFA I get way more than 55FPS at max, more like in the 100s. On Classic on Max I get over 200FPS. Def sounds like some setting is wrong in your options. Check to see if your Foreground FPS/Background FPS is limited in any way.
I built my computer about 9 years ago and have only upgraded the video card since. I have a 2070, i5 2500k, 8GB ram, and installed on SSD. Sounds to me like you need to disable your onboard graphics because it’s not actually using your PCI video card.
EDIT: I don’t drop lower than 100FPS since I have that set as my max and I run the game on the highest settings.
