I’ve been scouring the internet for possible solutions but nothing has worked as yet. Here’s what I’ve concluded:

1a. It’s game specific, it only happens in WOW, not Diablo or any other games
1b. It only happens in WoW Retail, NOT Classic or on the PTR
2. It’s not Addon related. I’ve deactivated them all and it’s still there
3. It’s not NVIDIA related, I’ve deactivated sharing and all that other shadowplay rubbish
4. It happens on all three of my monitors when I move the game window around, following the game window, so it’s not monitor related
5. I can’t find any in-game or blizzard account settings that let me add or remove an fps counter, and to my knowledge haven’t altered anything that affects this
6. No CTRL+R doesn’t help. When I do that I then have TWO FPS counters lol. Plus the one in the top right is in a different, system font, not formatted by the looks

Are you using a utility like MSI Afterburner or EVGA’s Precision X OC? If so, you need to disable the overlay within those utilities. Those are the only other places such a counter can come from normally.
Negatory! Never overclocked anything in my life lol, and have no idea what that EVGA thang is either. I’m curious tho what else external might cause it, as it IS in a system font that was kind of my first guess, but the fact that it’s just in WOW Retail really threw me.
You can have those utilities installed and running and not OC. I myself have Precision X OC installed to manage the graphics card’s fans profiles. What brand of graphics card do you have?
Although it shouldn’t be popping up in your game if you haven’t manually forced it to do so (on purpose or otherwise), you can try uninstalling the XBox Game Bar from your system. Be aware though, that it entails diving into PowerShell, and if you don’t follow instructions to the letter you can seriously damage your Windows install.

Ahhh found it! Twas a graphic overlay, not an addon. Dang I feel like a muppet lol. Thanks for trying to help tho! Oh and yeah I tried XBox Gamebar a while back, but it didn’t ring my bell so I uninstalled that one too

Which overlay was causing the problem? Others might like to know so they can attempt to fix it quicker should they hit this thread via Google search.
Reshade, which i’ve been using to sharpen up my videos. Ironically I was doing some research on it this morning and it’s apparently considered iffy. And with Ban hammer being wielded extra hard recently to stop all those botters I’ve been trying to work out how best to delete it. Funny how things turn out haha.
ReShade can be disabled on a per game basis AFAIK. It’s most often used for games downloaded from GOG or Steam to alter graphics, since it affects shaders.

Final followup to all this. Followed instructions on how to remove Reshade, pretty sure I got it all so yay, no ban hammer for me haha. As for the Sharpening and Graphic adjustmens I lose from not having reshade, I set my 4K monitor to HDR and bumped the sharpen slider, so that covers my viewing, then for the video recording I researched OBS Filters (I’m only new to OBS so didn’t know they had them), which allows for a sharpness filter, and also a color correction one that lets you adjust brightness, contrast and gamma! So all sorted on that end too! #winning as they say! haha. Thanks again for your assistance Tia 
Just saw this thread since I am trying to figure out why my wow fps counter is not showing up.
But if you are looking for filters and are using nvidia, they have filters in their overlay software. You can do FPS through that as well, but I want the wow one to show up instead. Less overhead IMO
(update: had to rebind the hotkey to make it work)
