Humans are the majority of the Forsaken. But, other races were part of them as well. Why are we stuck just playing undead humans?

The answer to this is: Video Game design limitations.
Like, let’s suppose we could play as Non-DK Undead any race.
How does that work?
Right now we can play as Undead Humans and Undead Elves. They work largely different.
For Undead Humans, they have their own models and racials.
For Undead Elves, they are just skins for regular Elves with no gameplay implication.
If we could play as Undead anything, which route would they go?
If they go the “Undead Human” route, that means adding TONS of new art assets to the game, and it’s just not worth the man-hours spent on it, compared to the profit this would actually bring (remember: WoW is not charity, it’s a business, it doesn’t just have to make money, it has to make enough money to convince a significant amount of people that investing in WoW may be the BESTEST investment those people could possibly make!).
Now they could go the “Undead Elf” route, and add undead skins to all Races. For the Horde Races, all is good. But then would those be “Forsaken” if they were on the Alliance? What do we do then? Do we allow any Race to play Horde if they have the skin? Do we do something similar to the Alliance for fairness? Wouldn’t that completely destroy the concept of factions?
Then you could do something in-between. Make them use the Undead Racials, but look like their living counterparts with an Undead skin. Kinda like an Allied Race. But that opens it’s own can of worms. If an Undead Draenei was coming towards you in PvP, you could be confused for a second on whether that’s an enemy or an ally. Unlike Void Elves, who are blue, balding and have tentacles, dead people tend to look just like living people, but a bit sickly. It could make PvP confusing, etc.
So it’s complicated. WoW is not a tabletop RPG where you can just say “I’m an Undead Dwarf” and it happens. It’s a video game, and it’s subjected to the limitations of video game design, not just our imagination.
I would imagine that from a development point of view it would be difficult. Now your character creation screen would need another set of choices to pick base race and they would need far more animations to cover all those races.
My experience as a softwar engineer tells me that if the story people came to the developers with that request their question would be “Ok of the stuff you have already asked us to do, what should we drop to make time for all those forsaken races?”
Forsaken need to learn to stand straight first.
They could at least let us be skeletons. They already have the model (for every race too), so why not? Some undead surely have decomposed to this point…
