Im level 70, exalted with Undercity, and completed Return to Lordaeron achievement and still can’t start the quest. Anyone have any advice?
I am having the same issue, and no luck finding a work around or solution. Blizz support has not been much help either.
Have your Forsaken alts actually completed the Return to Lordaeron questline with Calia Menethil? Having the achievement isn’t the requirement. You are required to complete the questline on your Forsaken character.

I did the Return to Undercity quest, way back in the day, on my main (this orc). It didn’t unlock the heritage armor. I had to redo the quest chain on my undead Shadow Priest #1 alt. And then I got the ensemble.
I did it on my lvl 55 forsaken. It still doesn’t show for me
