The item was added in Legion, so maybe this is intentional, but the crafted item itself is listed under Draenor enchanting in the professions pane, uses Draenor mats, and is purchased in Draenor and seems like a potential glitch. If not, disregard. Thankfully, you only need one brief quest to obtain Legion enchanting 1, unlike some other Legion professions.
