As stated in the title, Formula: Enchant Ring - Stats, is not on the lower city vendor. This is supposed to require honored, and is not in the game. As a hunter, this completely takes the enchanting bonus away. The other ring enchantment recipes are on their respective vendors.

the enchant recipe was moved to lower city since hyjal isnt until later. This is documented. Its a bug
