Is there a Forgotten Technique’s book for Classic/Vanilla, Burning Crusade, or Wrath?

No. Only for Legion and some BfA.

Should only exist for Legion content. There shouldn’t be an quests for inscription techniques in BfA, therefore there is no need for tomes.

The tomes do NOT let you drop the profession and pick it up again latter. They only allow you to re-learn patterns that can ONLY be learned from non-repeatable quests. Without the tomes in Legion, you could never drop and re-learn Broken Isles Inscription as all the leveling techniques are locked behind profession quests.
