From my understanding we can obtain 9 Forged Gladiator Heraldry from a quest and then purchase each Forged Gladiator Heraldry for 175 conquest. Are there any other ways to obtain the Forged Gladiator Heraldry?

That’s pretty much it. You can only obtain them from that quest (which is available once again after each new season) or buying them with Conquest.
