Have a 1660 rating in Blitz, but the Forged Equipment Chest on the Conquest vendor is locked out telling me I need a 1400+ rating in any bracket, which I have. My spec and loot spec match the spec used to achieve the Blitz rating.
I just made a post on the same topic. Can confirm this on multiple toons. Any with Solo Shuffle or Arena are able to purchase.

Yeah, having the same issue. I hope its just a bug that gets fixed. Please, I don’t want to arena ever again!
