The gas mask needs to be cosmetic all year around too.

Nah. Just looked in the game, and it’s no longer available - at least as a transmog option. If you keep the item in your inventory you can manually put it on your character but it will replace your helm and the stats that your helm gives.
The note says it requires the Love is In the Air holiday for transmog.

Your right, that means someone told me wrong. 
The flower crowns are all year around I don’t understand why this wouldn’t qualify.
