I think that it would be much better option if the Cataclysm would cause a massive Damage, but the narrative would be that Rastakhan chose to fight for his home til the end, and so he made pact with Loa - ALL of them, being that he is essentially the pope equivalent of all trolls, and their magic combined mitigated the damage, Zandalar was still struck, but the result was much less devastating, but it strained powers of the Loa, and his people were stuck trying to fix the damage, fight with the aftermath AND …
I think it was perfect opportiunity to involve proactive Alliance - Kul’Tiran invasion, who used opportiunity that Zandalar was weakened to set dominantion over the seas.
This way Rastakhan would be portrayed as man who priotised his people, a man who would fight for his home til the end, and a powerful man who was able to change the tide of events.
And it would be damn sweet if we had chronicler who would explain, that back when Elves caused Saundering, all Prominent Zandalari mages and their Loas created protective shield around the most important part of their territories and Zandalar was saved. So they used the method.
